Federal Funding (LSTA)

 LSTA (Library Services & Technology Act)

The  New Mexico State Library uses LSTA to support and improve library service in New Mexico through a statewide program and grants.  This funding is made possible through the federal Institute of Museum and Library Services (IMLS), Library Services and Technology Act (LSTA).
LSTA priorities as defined in 20 USC Chapter 72, Sec. 9141 are:
  • expanding services for learning and access to information and educational resources in a variety of formats; in all type of libraries, for individuals of all ages;
  • developing library services that provide all users access to information through local, State, regional, national, and international electronic networks;
  • providing electronic and other linkages among and between all types of libraries;
  • developing public and private partnerships with other agencies and community-based organizations;
  • targeting library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to individuals with limited functional literacy or information skills; and
  • targeting library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children from families with incomes below the poverty lines.

DUNS Number

  • All libraries wishing to apply for a LSTA Grant must have a DUNS number. DUNS stands for “data universal numbering system.” DUNS numbers are issued by Dun and Bradstreet (D&B) and consist of nine digits.  The Federal Office and Management and Budget (OMB) requires the DUNS number to track how federal funds are dispersed.
  • To find out if your institution has a DUNS number
    • Call 866-705-5711 or
    • Register with Dun & Bradstreet  and then Search for your instituion.  If the search is successful, the DUNS number will be emailed to you.
    • Contact your City
  • If you do not have a DUNS number go to http://fedgov.dnb.com/webform to register.  You’ll need at least 24 business hours to register and receive a DUNS number
