The NM State Library oversees and administers GO Bond funding for the Public Libraries and Tribal Public Libraries across New Mexico.

The purpose of the New Mexico Public Library General Obligation Bond program is to provide supplemental funds for public libraries. These funds are approved by the legislature and then by the voters in the November statewide elections. Funds for the public library bond program are intended to supplement local effort in providing local public library service. The public library bond program funds public library resources and equipment for public libraries statewide; the funding also provides support for the Rural Library Services of the State Library.
Library bond program funds may be approved by the state legislature only during legislative sessions convened in even numbered years.The amount of bond funds received for distribution by the state library may vary depending on the amounts approved by the state legislature and subsequently approved by the voters.
Bonds are governed first and foremost by the legislative language in the appropriate GO Bond Bill and by the NM Administrative Code 4.5.8 DISTRIBUTION OF GENERAL OBLIGATION STATE OF NEW MEXICO BOND FUNDS TO PUBLIC LIBRARIES.
