Classification Summary
This position involves highly responsible, professional, library work that includes the planning, organizing, and directing of the Ruidoso Public Youth Libraries.  An employee in this position works under the supervision of the Library Director and this is a non-exempt position. Activities are performed with independent judgment and initiative within the policies established by the Village of Ruidoso.
Duties and Responsibilities
Essential Job Functions

  • Plans, coordinates, organizes, and manages operations in the Youth Services department to include summer reading program, preschool story time, youth and children’s programs, events, activities, arts, after-school programs and events. Organizes, promotes, and evaluates special events, alternative activities, and special programs suited to the needs of participants and potential participants.
  • Manages and coordinates collection development: using professional reviews and following Library Collection Development Policy, selects youth library material in print and electronic formats for the collection. Develops youth library collections to promote literacy acquisition, support curriculum and reflect the interests of the entire community and to provide both “windows and doors” into other cultures for all youth.
  • Catalogs all new children’s and youth materials and sees that all materials are properly prepared for placement in the Youth Library.
  • Reviews and evaluates current collection, recommends removal, weeding of library material which is no longer current, valid, or appropriate.
  • Under the supervision of the Library Director, coordinates and manages the allocation, use, inventory, schedules, and materials, and other assets of the Youth Services department; inspects facilities to identify issues of concern, or conditions in need of upkeep, repair, or maintenance.
  • Manages expenditures and budget following village of Ruidoso procurement code.
  • Provides excellent customer service in a courteous and respectful manner to assist patrons with the use of library materials; provides customer service in borrowing and returning library materials; responds to inquiries, both in person and over the phone.
  • Assists customers in using computers and retrieving information and maintaining confidentiality; provides routine care and maintenance of library equipment;
  • May respond to user complaints; resolve problems with patrons regarding lost, damaged, overdue books and fines.
  • Utilizes the library management system to circulate books and other materials to library patrons; shelves and oversees the shelving and organizing of materials.
  • Provides leadership for the Children’s Library Assistant and volunteers.
  • Supervises program, facility and event guests, and enforces rules, policies, and safety standards.
  • Monitors program activities, and assists participants in activities, facilities and special programs; sets up and takes down equipment for activities and events; supervises and assists participants as needed; maintains equipment and facilities in clean and safe condition; develops and maintains event calendars; communicates with general public, community resource agencies, and others in order to coordinate and promote program activities.
  • Prepares and reviews statistical and financial reports on youth services programs, outreach and special events; collects information and compiles data for reports.
  • Evaluates programs for effectiveness and participation levels, develops new programs and recommends program changes; tracks services provided, monitors results, and generates operational reports as needed or requested.
  • Develops and delivers presentations on youth programming activities, and special events to Village Manager, Library Advisory Board, Friends of the Library, Village Council, and community groups and organizations.
  • Serves as primary point of contact for youth programs.
  • Develops the collection, programs, activities, and services to serve, include, and reflect diverse cultures.
  • Ensures that employees and clients of all races, religions, family backgrounds and cultures are treated with respect and consideration.
  • Plans, develops and prepares the writing for department media to assure effective and appropriate content is delivered; plans, develops, and prepares the writing, editing, and dissemination of department related print advertisements, newsletters, social media, and public service announcements to meet time-sensitive deadlines and provide clear and concise communications to groups and individuals to promote positive relationships with neighborhood, community groups, other agencies and the public.
  • Works with other library staff to create an environment within the Youth Library that encourages learning, reading, and use of the library.
  • Creates finding aids, bibliographies, and promotional materials.
  • Stays current and informed about best practices in public library youth service programs and recommended materials.
  • Develops and maintains collaborative relationships with the Ruidoso Public Schools, Region IX, Friends of the Library, and other area youth organizations.
  • Must be able to establish and maintain professional and courteous working relationships with children, parents, co-workers, supervisors, and other Village personnel.
  • Perform clerical duties including answering phones, making copies, sending emails/faxes, a variety of confidential and public information, responding to inquiries, memorandums, letters, flyers, and notices from written copy, notes, or verbal requests, checks documents for accuracy and completeness, answer inquires on upcoming events, registers participants, and assist with collecting fees, and issuing receipts.
  • Ensures compliance with State of New Mexico Library Laws and Regulations, and the American Library Association’s Statements.
  • Adheres to safety practices and standards, attends safety meetings and trainings.

Other Responsibilities or Job Requirements

  • Responsible for assigned weeding and inventory projects.
  • Must maintain a high level of technical skills and keep up with developments in technology.
  • Completes personal timesheet on the Employee Self Service website and makes sure time submitted accurate and timely.  Ensures time is reported based on actual time worked
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Ensures any reports of harassment are immediately reported and appropriate actions are taken.

Physical Demands

  • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving, riding in vehicles.
  • The usual requirements require the ability to stand for three hours at a time, lift up to 25 lbs., and push a loaded book truck weighing up to 120 lbs
  • Work may require lifting boxes of supplies, equipment and occasional adjustment of office furniture.
  • Position requires frequent bending, reaching, squatting, and lifting.  The employee may occasionally work in moderately high places.
  • Specific hearing abilities required by this job include computer pings and public conversation.
  • Vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

Work Environment

  • Ability to drive, occasionally long distances.
  • Ability to perform duties and adapt to flexible work schedules as established by management, which may include a fairly irregular schedule, long hours, weekends, evening and holidays.  May be called when needed.
  • Ability to work in stressful environment and deal effectively with stress.
  • The noise level in the work environment can range from quiet through moderate to loud depending on programming and library activities.

Travel Requirements
Limited travel – ability to travel for activities such as classes, and workshops in and out of the service area.

Minimum Qualifications
Bachelor’s degree in Library Science, English, and/or Education and two years working in a library preferred or Associate’s degree in Library Science, English, and/or Education with four years working in a library or High school education or equivalent and six years working in library required.

Two years’ experience working with youth of all ages required.  Two years coordinating and creating programs for youth of all ages up to teens required.  Must be able to pass criminal history checks and must be willing to take and pass a drug/alcohol test and comply with Village “Drug Free” Policy.

Licenses and/or Certifications:
Prefer a graduate library certification or American Library Association (ALA) accredited Masters in Library Sciences (MLS).

Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required.  Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law.  MVR background checks will be conducted by the Village.

Knowledge, Skills, and Abilities
Knowledge of: children’s and young adult literature and tools used to effectively manage library collections; Principles and practices of public library administration; methods and procedures for developing and maintaining library collections; policies, rules and regulations governing the development, conduct and safety of library programs and facilities; library classification, cataloging, and acquisition protocols; techniques and protocols for researching a wide variety of online bibliographic databases; business and personal computers, and specialized software applications; City municipal code, policies and procedures.

Ability to: work independently, organize and perform work functions with limited supervision; formulate short and long term goals; read aloud engagingly to different age groups; deliver instruction in an effective and engaging way to children and teens;   Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers.

Skill in: Performing a wide variety of technical library support functions; developing, coordinating and conducting library programs and activities; utilizing and maintaining automated library systems and computer equipment; library database research & maintenance; identifying library collection issues and developing suggestions for enhancements; working with several disparate computer database systems; providing customer services to and interacting with people of different social, economic, and ethnic backgrounds; recognizing and resolving conflicts in library data entry; organizing workload to keep pace with flow of library materials; operating and using personal computer software and internet.
