Why does the job exist?
This position is responsible for providing and ensuring quality, tailored direct public library services to those New Mexicans residing outside local municipal or city limits, living in a county which has no county-wide library services, or who are homebound because of a physical disability.
How does it get done?
Order new materials including for books sent by mail (BBM) and large print collection, using available information to enhance the collection to state library standards.   Work with Technical Services to ensure cataloging of new materials to state library standards. Compile and report statistics monthly including household patron usage and circulation reports.  Weed older books as necessary. 

Maintain patron database to following state library policies for eligibility.  Maintain guides for patrons and provide telephone assistance on use of the OPAC. Provide reader advisory services for patrons verbally or through the ILS.  Circulate books requested by BBM patron households through USPS mail. Manage overdue and patron household records.  Regularly distribute a catalog of new materials to patrons, or otherwise provide for easy ordering by patrons.
Prepare purchase order requests, verify book shipments and submit approved invoices for payment.  Monitor budget in coordination with supervisor and finance office. Prepare mail permits annually for USPS. Oversee delivery and shipping of the NMSL mail.  Submit requests for mail machine postage functions of the mailroom including postage, mailing permits and supplies.
Provide outreach to public libraries and librarians to determine Large Print needs. Circulating Large Print books and/or Deposit Collection to supplement public library collections and Library for the Blind and Print Disabled materials. Monitor circulation and run circulation reports as necessary to assess ongoing needs and opportunities.
Who are the customers?
Rural or homebound New Mexico residents.
Ideal Candidate
Preferred experience in standard collection development practices and principals, including catalog entry and record maintenance. Experience with New Mexico state procurement and budget management preferred.  Must possess strong background in customer service or public service.  Ability to work independently with little supervision while staying motivated and organized.  Bachelor¿s degree in Business Administration, Public Administration or Accounting and two (2) years of directly related job experience in the areas of budgeting, accounting, auditing, purchasing, cash management and/or financial management preferred.
Minimum Qualification
Associates Degree in Business Administration, Public Administration or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management and/or contract management. Employment Requirements
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.  Must possess and maintain a valid New Mexico Driver’s License.
Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.

Work takes place in a library and mailroom setting with extended periods of sitting and extensive personal computer/telephone use. Occasional exposure to the elements when receiving and shipping items. Prolonged exposure to visual/video display.  Frequent standing, reaching, stooping, crouching, lifting and carrying. Must be able to lift 25-50 lbs.
