Created in 1978 by the New Mexico Legislature, the Department of Cultural Affairs represents New Mexico’s dedication to preserving and celebrating the cultural integrity and diversity of our state. The Department oversees a broad range of New Mexico’s arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services. New Mexico State Library provides direct rural library services through books by mail and bookmobiles, supports over 100 public libraries, maintains a research library in Santa Fe, and has a Library for the Blind and Print Disabled.

Why does the job exist?

The Public Services Bureau Chief manages the research library at the Carruthers Building in Santa Fe, statewide on-line databases, interlibrary loan, and services to correctional institutions. The administrative duties and responsibilities of this position contribute to the achievement of the mission of the State Library by providing a highly trained, skilled and motivated Public Services Bureau staff who deliver effective library services and access to information to all residents of New Mexico; by assuring the quality of that customer service through responsible management of the Public Services Bureau, which encompasses circulation, interlibrary borrowing/lending, reference, State Publications Depository Program, Regional Federal Documents Depository, statewide databases, Southwest heritage and culture, and outreach/public relations; and by ensuring that the public is provided with relevant information and resources about New Mexico history, culture, natural resources, and government.

How does it get done?

Ensure consistent and high quality services to the public.  Plan, lead, organize, and direct work performed by Public Services Bureau staff, examine work flow and priorities; recruit and retain staff with the necessary complement of knowledge, skills, abilities, and behavior.  Work with staff to promote services and collections as well as improve public awareness; develop and sustain productive, collaborative relationships that support department and division goals; contact and engage key constituencies.  Directly supervises Librarian Supervisor, Southwest Collection Librarian, ILL Librarian, and Government Documents Librarian.  Responsible for managing the Bureau Budget, including all procurement processes.  Provides regular reporting to the State Librarian, the Department of Cultural Affairs, and the State Library Commission.

Who are the customers?

New Mexico State Library collections serve as a resource for public libraries statewide, legislative staff, state employees, historians, genealogists, and people interested in state or federal government, grant sources, and Southwest history and culture.

Ideal Candidate

The ideal candidate will have a Masters in Library and Information Science from and ALA accredited institution and eight (8) years of professional level experience, including supervisory and reference services experience.  Experience with Interlibrary Loan and State and Federal Documents, Circulation, Online Databases, and Customer Service is valuable to the position, as is experience working in a state government environment and with state procurement.  The ideal candidate will be able to provide long term vision, with an eye for detail and demonstrable ability to meet deadlines.

Minimum Qualification

A Bachelor’s degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience.  Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
