SUMMARY:
The Line Manager II administers the Rural Bookmobile East, a unit of the Rural Services program of the New Mexico State Library within the Department of Cultural Affairs. Provides and ensures quality, tailored, direct public library services for rural New Mexicans. The manager will manage, evaluate and promote the bookmobile program in a multi-county region. The manager (in coordination with the Grants Program Manager) writes and sets guidelines and procedures as required for cost effective day to day operations. The manager supervises two employees. The manager and employees drive a 35 foot bus (bookmobile). Monthly schedules do require employees to travel overnight two weeks of any four week period on a rotating basis.
REQUIRED KNOWLEDGE AND SKILLS INCLUDE:
Principles and practices of professional library services, including patron service, reference, technical services and collection development.
Library reference sources and subject background for collection development and patron services.
Automated library information systems and their use and operation.
Principles and practices of library operation and administration.
Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
Knowledge and skills in developing teams, motivating employees, and managing in a team environment.
Budget monitoring, submitting requisitions for purchase, verifying accuracy of travel reimbursements, adhering to state procurement codes and NMSL purchasing policies and procedures, forecasting future budgetary needs, communicating with staff and Grant Programs Manager.
ESSENTIAL FUNCTIONS INCLUDE:
Provides daily supervision of assigned staff; counsels, coaches, and instructs employees; assists with recruitment and selection of staff, prepares performance evaluations.
Participates in staff meetings, and trainings; supervises, prioritizes and reviews the work of staff.
Supervises circulation of library materials, manages evaluation, selection, relocation and removal of library materials.
Oversees with the development of library materials for all ages. Provides purchase requisitions for materials, equipment, services and programs to the Grant Programs Manager.
Supervises adult and/or youth collection development and circulation between the library in Tucumcari and the Bookmobile.
EDUCATION AND EXPERIENCE:
Master’s degree in Library and Information Sciences from an ALA-accredited program; OR an equivalent combination of education, certification, training and experience.
