SALARY: $28.54 – $42.81 Hourly

Manages library services at the Ruidoso Public Library including technical Services and the
planning and evaluation of system-wide policies, procedure and programs. Responsible
for overseeing library facilities, budget, databases, personnel and day to day services.
This position is under limited supervision and is an exempt position. Regular work hours
are 8 am to 5 pm, however hours will determined by whatever is necessary to do a
quality job. This may include some nights and weekends. This position entails
considerable initiative and independent judgment and the ability to work with others to
accomplish program goals and objectives and integration of program activities.
Directs, manages and administers library personnel, budget, programs, grants,
marketing, and all library functions of the Ruidoso Public Library. Responsible for all
Library computers, labs, and directs IT work that is needed for the Library. To perform
this job successfully, an individual must be able to perform each essential function

Essential Job Functions

  • Administers and evaluates library services such as circulation, public services,
    children’s services, cataloging, programs, and the e-branch.
    Develops public library collections in print, CD, DVD, microform, and electronic

    equipment, maintenance and building improvements, serving as liaison with other
    village staff and private vendors involved with the facility and assures that the
    library facility is properly maintained
  • Responsible for the development of computer labs for the public and in responsible
    making sure the computers and equipment are repaired and replaced in a timely
  • Responsible for library policy development, database integrity, community
    assessment, program development and evaluation, community outreach, and shortand
    long-range planning.

  • Confers with State agencies, other public libraries, corporations, and community
    groups in the development of library programs for the Village
  • Prepares various kinds of statistical reports on finances and output measures
  • Responsible for personnel actions such as hiring, termination, discipline, action
    plans, assignments, evaluation, and training. Conducts and completes performance
    evaluations for staff and reviews all staff performance evaluations and
    communicates regularly with staff.
  • Provides professional advice on library issues to supervisors and Library Board;
    makes presentations to supervisors, boards, Governing Body, civic groups and the

  • Represents the library on regional and state committees and serves as the Village’s

    funding requests to Lincoln County and Ruidoso Downs
  • Sets goals and objectives for staff, schedules assignments; reviews payroll
    information; interprets and implements Village and Library policies and procedures.
    Manages and supervises library operations to achieve goals within available
    resources and writes procedures and administers department policies
  • Reviews program areas; implements changes or new programs to meet library
    needs of the community; develops and maintains and implements the library master
  • Prepares cost estimates to plan and provide for improvements in the library;
    oversees library improvements
  • Ensures excellent customer service, confidentiality of customers, and a productive
    and professional work environment
  • Effectively implements safety policies/procedures and ensures that staff are properly

Other Responsibilities or Job Requirements

  • Performs or assist subordinates in performing duties
  • Coordinates library development and fund raising; coordinates the library program
    with other leisure programs, other village departments, and outside organizations
    such as the school district, and various community-based groups.
  • Prepares a variety of reports and maintains necessary operating records
  • Answers letters of inquiry and talks with patrons; addresses public and civic
    organizations which will inform the public of policies, procedures and the availability
    of facilities for public use
  • Strong organizational skills, and communication skills both orally and written
  • Serves as a member of various Village employee committees, as assigned
  • Analytical ability, and ability to work both cooperatively and independently. Ability
    to present information clearly, concisely, orally and in writing; to establish effective
    working relations with co-workers, citizens, vendors, Governing Body and other
    regulatory agencies.
  • Ensures that employees keep timesheets based on actual hours worked and enter
    time accurately and timely in the Employee Self Service software. appropriate forms and actions
  • Ensures library server is backed up daily and adheres to Village of Ruidoso IT
  • Ensures compliance with all Village of Ruidoso Policies and Procedures including but
    not limited to Personnel Manual, Procurement Policy etc. Reports any suspected
    fraud and/or abuse to the Village Manager or Deputy Village Managers. Ensures any
    reports of harassment are immediately reported and appropriate actions are taken.

Physical Demands

  • Ability to maintain physical condition and stamina appropriate to the performance of
    assigned duties and responsibilities which may include sitting, standing, or walking
    for extended periods of time, driving or riding in vehicles.

    or controls; and reach with hands and arms; occasionally required to climb or

  • The usual requirements in a library environment will require lifting boxes of books,
    equipment and occasional adjustment of office furniture. Light physical demands;
    mostly desk work; some lifting of heavy books and materials.
    Frequent use of a personal computer.

Work Environment

  • Position involves competing demands, performing multiple tasks, working to
    deadlines, occasional work beyond normal business hours, irregular schedules,
    weekends and holidays, and respond to customer issues. Position is subject to drug
    testing in accordance with applicable State and Federal regulations and Village of
    Ruidoso policies.

Travel Requirements
Normal travel – ability t o travel for activities such as meetings, classes, and workshops in
and out of the area. Must be able to travel by air as needed to attend training,
conferences, and related activities. Overnight travel as required.

Must have a High School Education minimum. Prefer Master’s Degree in Library Science
from an ALA accredited library school. Must have five years of progressively responsible
experience in library operations, including three years in a supervisory capacity required.
Thoroughly knowledge of the principles and practices of modern public library services
and programs including excellent computer skills with the knowledge of LANS, WANS,
public computing, Integrated Library Automation Systems, and remote services (ebranch).

Must be able to pass criminal history checks and must be willing to take and pass a
drug/alcohol test and comply with agency “Drug Free” Policy

Licenses and/or Certifications

State of NM Grade 1 Librarian Certificate as required for a Chief Librarian per NMSA 18-2-
15 (for communities of population 3,000 – 10,000) required.
M ust possess and maintain valid New Mexico motor vehicle operator’s permit of
appropriate classification and endorsement as required. Must agree to maintain a
satisfactory MVR and minimum requirement of insurability as required by law. MVR
background checks will be conducted by the Village.

Knowledge of: library organizations, procedures, technology, concepts of freedom of
speech, patron confidentiality, practices and trends; state and Federal resources for
Library programs; principles and practices of administrative management, including
personnel rules, budgeting, strategic planning and effective employee supervision;
techniques and practices for efficient and cost effective management of resources;
principles and practices of managing a library collection; program planning and
management principles; policies, rules and regulations governing the conduct and safety
of library programs and facilities; library classification, cataloging, and acquisition
protocols; techniques and protocols for researching a wide variety of online bibliographic
databases; business and personal computers, and specialized software applications;
Village municipal code, policies and procedures.

Skills in: using initiative and independent judgment within established procedural
guidelines; reading, interpreting, understanding, and applying policies, procedures, and
applicable rules and regulations; assessing needs and developing and implementing
effective solutions; researching, analyzing, and synthesizing data, evaluating alternatives
and making logical recommendations based on findings; effectively managing and leading
staff and delegating tasks; operating a personal computer with installed generic and
specialized software; preparing and presenting information in a clear and concise manner;
developing, coordinating and conducting library programs and activities; utilizing and
evaluating automated library systems and computer equipment; identifying library
collection issues and developing suggestions for enhancements; demonstrating effective
interpersonal communication skills, building consensus among groups and individuals, and
conflict resolution.
