Library Branch Manager
FLSA Status: Exempt

Salary Range: 18 ($28.871 – $43.306)
General Definition of Work
The Library Branch Manager manages library services for one of the Santa Fe Public Library Branch Locations. Participates in the planning and evaluation of system-wide policies, procedures and programs. Responsible for overseeing library facilities, budget, databases, personnel and day to day services. In the absence of the Library Division Director, may be asked to be in
charge of the library system.
Supervision Received
Works under the general guidance and direction of the Library Division Director.
Supervision Exercised
Provides supervision of Library Section Managers, Librarians and other assigned staff.

Essential Functions
- Supervises, administers and manages library operations and public services of one or more library facilities or units
including the planning and directing of assigned staff and support services. - Participates on the management team for library policy development, database integrity, community assessment, program development and evaluation, community outreach, and short and long range planning.
- Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs.
- Recommends and administer policies and procedures.
- Conducts performance evaluations for staff; recommends hiring and disciplinary actions; plans, directs and reviews work of staff; communicates regularly with staff; trains staff.
- Sets goals and objectives for staff; schedules assignments.
- Reviews payroll information; interprets and implements City and Library Division policies and procedures; provides staff training.
- Participates in the development and administration of the annual budget for the library branch; participates in the forecast of funds needed for staffing, equipment, supplies; implements adjustments and meets reporting deadlines.
- Prepares and reviews statistical and analytical reports of library activities, operations and procedures; gathers and compiles data for reports including annual report. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Ensures confidentiality of library records.
- May assist in the planning and renovation of a library facility that is compatible with the neighborhood culture and community needs.
- Works with collections staff to evaluate and maintain library materials and collections.
- Oversees services at assigned Library such as Reference, Circulation and Children’s and supervises staff with systemwide responsibilities.
- Oversees interlibrary loan when assigned or assisting at the Main Library
- .Reponsible for the physical facility, its repairs, upkeep, furnishings, equipment, maintenance and building improvements at assigned Library, serves as liaison with other city staff and private vendors involved with the facility.
- Oversees collection development for assigned Library.
- Plans and coordinates library-wide program development and community engagement.
- Pursues grant opportunities and acts as liaison for City-wide initiatives.
- Reviews, develops, and/or modifies work plans, methods, and procedures, determines work priorities, develops work schedules to provide adequate staff coverage, and approves leave and timesheets. Provides work instruction, assists employees with difficult and/or unusual assignments, and encourages innovation. Assigns and distributes work, reviews
work for accuracy and completeness, and returns assignments with recommendations for proper completion. - Conducts hiring interviews and selects candidate(s) for job opening(s).
- Resolves problems, mediates conflicts encountered during daily operations, determines appropriate solutions, and promotes teamwork. Encourages regular communication and informs staff of relevant business issues and their impact on the organization.
- Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance. Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards.
- Ensures quality, effectiveness, and efficiency of unit activities and safety measures.
- Documents causes for disciplinary action, initiates letters of reprimand, and makes formal recommendations for disciplinary action. Responds to formal and informal employee grievances and prepares written responses.
- Develops and manages the budget for the work function(s) and allocates funds within the budget to accomplish objectives. Ensures procurement, contractual, and financial activities are compliant with the City’s finance, accounting, and procurement policies and procedures.

Education Requirement
Master’s Degree in Library Science.
Experience Requirement
Four (4) years of professional library experience, two (2) of which must have been in a supervisory capacity.
Education and Experience Equivalency
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
Licensure and Certifications
- Must possess a valid driver’s license.
Special Requirements
- Obtain and maintain a City of Santa Fe driving permit within three (3) months of hire.
- Must be willing to work flexible hours including evenings, holidays and weekends.

- Requires the exertion of up to 10 pounds of force;
- Requires speaking or hearing and using hands to finger, handle or feel, requires sitting, standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions;

- Work requires preparing and analyzing written or computer data; using of measuring devices, operating motor vehicles and observing general surroundings and activities.
Working Environment
- Work occasionally requires exposure to environmental conditions;
- Work is generally in a moderately noisy location (e.g. business office, light traffic);
- Requires attendance at evening meetings and special project deadlines outside the normal workweek;
- Some travel to off-site locations is required;
- May be required to respond to emergency calls.
