Salary: $35.37 – $53.05 Hourly; $73,568 – $110,352 Annually

Why does the job exist?
This role oversees a three person financial team that provides budget, procurement, contracting, grants, revenue deposits, and accounts payable support to all bureaus of the State Library for State and Federal Funds. It reports directly to the State Librarian, and serves as primary liaison to Department of Cultural Affairs Administrative Services Division.
How does it get done?
Oversees all State Library fiscal processes, monitoring expenditures and budgets, ensuring efficient and accurate processing, working closely with Department of Cultural Affairs finance and budget staff. Responsible for maintaining the divisions financial controls and assisting with the annual audit. Prepares annual budgets, prepares and submits monthly reconciliations, completes accurate and timely federal reports, generates reports through SHARE as required, processes requisitions, change orders, and vouchers. Oversees and processes grants to public libraries ensuring federal and state compliance. Supervises HR/Admin Assistant and Federal Accountant/Auditor providing training and guidance. Oversees federal drawdown process. Trains State Library staff on SHARE, Excel, Adobe, and procurement processes and policies. Works closely with department heads on procurement, travel, and budgetary issues.
Who are the customers?
This position provides crucial support to the staff of the State Library as part of the administrative team, working closely with the State Librarian and Deputy State Librarian. This role is also dedicated to serving public libraries in the State of New Mexico that receive state funding.
Ideal Candidate
The ideal candidate has experience: with SHARE financial system or similar; supervising others in a financial management environment; managing grants, including budgeting, spending, and reporting, within state and federal policies and procedures; providing support to colleagues with a high level of customer service; and using Microsoft Office software, especially Excel.
Minimum Qualification
Bachelor’s Degree in Business Administration, Accounting, Finance, or Auditing and one (1) year of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
Employment Requirements
Employment is subject to a pre-employment background investigation and is conditional pending results. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid New Mexico Driver’s License.
Working Conditions
Work is performed in an office setting. There is extensive laptop and telephone usage. Requires the ability to operate a state vehicle.
