Why does the job exist?
This role oversees a three person financial team that provides budget, procurement, contracting, grants, revenue deposits, and accounts payable support to all bureaus of the State Library for State and Federal Funds. It reports directly to the State Librarian, and serves as primary liaison to Department of Cultural Affairs Administrative Services Division.
How does it get done?
Oversees the monitoring of expenditures and balances that adhere to statewide and agency specific budget/ finance policies. Guides staff to prepare annual budgets, prepare and submit monthly reconciliations, review quarterly reports, generate monthly reports through SHARE as required, process requisitions, purchase orders, invoicing and payments. Administers funds from the State Library as appropriated by state government, GO bonds, state aid, and the federal government. Serves as the fiscal agent for federal grants as awarded and ensures funds are available through federal draws. Receives and records requests for disbursements; authorizes disbursements for reimbursable expenditures to ensure recipients receive payment in a timely manner. Analyzes funding activity and prepares graphs with trends on state and federal appropriations and disbursements for State Librarian and Deputy State Librarian.
Ensures staff follows federal and state procurement code processes, stays current with state and federal laws, updates finance procedures and processes as needed and posts on state library finance network. Establishes financial processes and procedures for finance personnel and State Library staff to follow. Compiles five year financial history of the New Mexico State Library
electronically on shared drive and in hard copy. Writes and updates finance procedures and processes as needed and posts on State Library Finance networks. Provides links to current finance documents and forms especially for one-time projects for various project directors.
Supervises HR/Admin Assistant and Federal Accountant/Auditor A while providing training and guidance to supervised staff. Meets with supervised staff regularly to coordinate activities. Ensures staff attend ASD and SHARE financial trainings, attends procurement and HR trainings as needed. Trains employees on SHARE, trains and guides bureau heads and others twice yearly on techniques to assist them in monitoring their Accounts Payable to ensure that employees are well trained, efficient, and knowledgeable.
Who are the customers?
This role is dedicated to serving public libraries in the state of New Mexico that receive state funding. Additionally, it plays a crucial role in providing financial process assistance to employees at the State Library.
Ideal Candidate
The ideal candidate has experience: with SHARE financial system or similar; supervising others in a financial management environment; managing grants, including budgeting, spending, and reporting, within state and federal policies and procedures; providing support to colleagues with a high level of customer service; and using Microsoft Office software, especially Excel.
Minimum Qualification
Bachelor’s Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.
