Created in 1978 by the New Mexico Legislature, the Department of Cultural Affairs represents New Mexico’s dedication to preserving and celebrating the cultural integrity and diversity of our state. The Department oversees a broad range of New Mexico’s arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services.
The New Mexico State Library, established in 1929 and located in Santa Fe, provides direct rural library services through books by mail and bookmobiles, supplemental funding to public libraries, a research library, and has a Library for the Blind and Print Disabled. The Library Development Bureau provides consultant and programming support to over 100 public and Tribal public libraries statewide.
Why does the job exist?
Position manages a six person Technical Services Bureau with direct supervision of three positions. The Technical Services Bureau Chief ensures efficient and accurate processing of library materials for the State Library, and provides consultant support to other libraries statewide. It oversees the management of a multi-library Library Information System for the SALSA Consortium. It provides leadership in cataloging, classification, and other library technical services aspects, representing the State Library in New Mexico and nationally.
How does it get done?
The Technical Services Bureau Chief manages the Technical Services Bureau day-to-day operations to ensure that the resources of the State Library and SALSA member libraries are organized and accessible by the Public Services Bureau, and other users of the Integrated Library System. These operations include cataloging, serials processing and database management.
The Bureau Chief coordinates with the Public Services Bureau the technical services processing of state documents to ensure that government documents are acquired, cataloged, processed and distributed as required by statute. The position also manages vendor contracts to ensure they are processed in a timely manner; oversees distribution of State Documents to NM libraries; and leads the SALSA Consortium on all issues of planning and development. This position directly supervises 3 FTE professional and paraprofessional staff, including recruitment and hiring, evaluation, and professional development; and ensures staff Continuing Education and involvement in nationwide cataloging programs.
Who are the customers?
The Technical Services Bureau Chief primarily serves the other departments of the State Library, with emphasis on the Public Services Bureau. The position also plays a statewide leadership role for libraries of all types, providing guidance and assistance on library technical services needs, as well as making presentations and providing workshops to New Mexico library staff.
Ideal Candidate
The ideal candidate has excellent written and verbal communication skills and a Master’s Degree in Library Science or Information Science, six (6) years of library experience, including cataloging and processing of library materials, demonstrating progressive professional development as well as responsibilities. The ideal candidate has three (3) years of supervisory responsibility; demonstrated leadership skills and excellent interpersonal skills to work with a diverse workforce; experience with NACO, BIBCO, CONSER, SACO, and CIP programs, Symphony ILS, and OCLC.
Minimum Qualification
A Bachelor’s Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.
