Position Summary
Plan, direct, manage and oversee all programs, activities and operations of the Library Division of the Department of Arts and Culture including oversight of the public library system of Albuquerque and Bernalillo County to include but not limited to all facilities and grounds, collections and library materials, and technology infrastructure and educational programs.  Coordinate assigned activities with other divisions, departments and outside agencies; and provide highly responsible and complex administrative duties in support of the Director of the Department of Arts and Culture.

Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.  Master’s degree from an accredited college or university in library and information sciences; and  Seven (7) years managerial experience in the operation and maintenance of public library systems; and To include six (6) years supervisory experience.

ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver’s License or the ability to obtain within ninety (90) days from date of hire.
Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.
Possession of a NM State Library Director Certification within six (6) months from date of hire.

Principles and practices of library program development and administration
Various library programs and services including children’s programs and reference support services
Modern library trends through traditional and emerging professional development venues
Principles and techniques of library facility planning and design
Principles and practices of library management
Principles and practices of municipal budget preparation and administration
Principles of supervision, training and performance evaluation

Intermediate computer and software programs applicable to assigned area
Principles of supervision, training and performance evaluation
Pertinent Federal, State, and local laws, codes and regulations

Plan, organize, direct and coordinate the work of lower level staff

Direct the planning of new library facilities and design

Analyze and assess programs, policies and operational needs and make appropriate adjustments
Identify and respond to sensitive community and organizational issues, concerns and needs
Develop and administer division goals, objectives and procedures
Prepare administrative and financial reports
Prepare and administer large and complex budgets
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
